Launch and return and range control licensees must establish and maintain a training programme which complies with the requirements in SIR 69 and prepare and maintain a training manual which complies with the requirements in SIR 66.
Additionally, you must appoint a training manager who has responsibility for the conduct and management of your training programme.
The training manager and training manual must be approved by the CAA. While it is not a requirement to seek this approval at point of application, we recommend you submit the relevant information as part of your initial application.
There are different training requirements depending on the licence type you have been granted. This section outlines those requirements.
Training Management System
All licensees must have in place a Training Management system. The system will be proportionate to the scale, nature and complexity of the licensed activities and the training programme as detailed in Reg 58(8).
Training Programme
Launch, spaceport, and range control licensees must establish and maintain a training programme which complies with the requirements in SIR 69 and prepare and maintain a training manual which complies with the requirements in SIR 66.
Return only operator licensees are not required to appoint a training manager, establish a training programme or compile a training manual.

Training Manager approval
Launch licensees must apply for approval of your training manager in line with regulation 62, you must appoint a training manager who has experience and qualifications in line with regulation 64, as they have responsibility for the conduct and management of your training programme.
Your training manager must be approved by the CAA. While it is not a requirement to seek this approval at point of application, we recommend you submit the relevant information as part of your initial application.
Training Manual approval
Launch licensees must apply for approval of their training manual by the CAA. While it is not a requirement to seek this approval at point of application, we recommend you consider how soon after licence granting you would like to conduct Spaceflight activities.
The CAA can start the approval process during your application as this process can take up to 8 weeks. We strongly recommend your training manager uses the relevant parts of the licensing statement (CAP 2259c) to construct your training manual before submission alongside Part 2 of Schedule 3. The licensing statement has been developed as guidance for you to use when producing your manual. The statement contains references to the relevant legislation, regulations and guidance along with an example structure. The statement can be used as a checklist to make sure you have included all the key requirements in your application, and they will help us assess submissions efficiently.
Range

Spaceport
You do not need to have your Spaceport Manual approved by the CAA, however there a several training regulations that you need to evidence in your manual. There is no licensing statement to complete for a Spaceport licensee, CAP 2212 outlines the required training regulations.
Termination of Training Manager approval
The CAA can revoke the approval of your Training Manager under Reg 65. You must inform the CAA as soon as possible of any material change in any information provided as part of the application process. The training manager is a prescribed role and therefore the duty to inform the regulator under Reg 13 also apply.
Notifying the CAA of changes to the Training manual once approved
You must inform the CAA in writing as soon as possible of any material change in any information provided for the sections of your manual that require approval. Reg 68 (2) identifies the items of the training manual that cannot be changed without prior approval.
