Exempts aircraft from their Permit to Fly Condition that prohibits them from overflight of any assembly of persons or any congested area of a city, town or settlement. The aircraft concerned will still need to avoid towns and cities, but it is envisaged that this change will make flight planning easier for the operators of the aircraft concerned without compromising safety.
