Following the Pilot Medical Declaration (PMD) review in Autumn 2022, we published a second consultation on proposed amendments to PMD requirements in Autumn 2023. This second phase review closed in January 2024.

Our Consultation Response Document includes the findings from this consultation and sets out how the final implementation phase of the project will proceed.

Next steps

  • The PMD project is on hold whilst we source an appropriate IT system to support the proposed changes.
  • As this system in developed we will draft proposed amendments to the Air Navigation Order (ANO), Part-SFCL and Part-BFCL.

Once the new process is in place

  • We will be checking a sample of daily PMD submissions.
  • This will result in a PMD charge, which will be included in our annual scheme of charges consultation before it is introduced.
  • All PMD holders will have a period of 12 months to apply for the new PMD.
  • After this time, all PMD’s granted under the previous requirements will no longer be valid.
