When applying for any licence or rating on the basis of an ICAO-compliant licence (a 'third-country' licence), the licence details must be verified by the national aviation authority (NAA) that issued it.
If any of your ICAO licence or medical privileges relevant to your licensing application with the UK CAA are amended or change prior to the completion of this service, you will be required to obtain a subsequent verification confirming these changes.
In no circumstances can we accept an application where the ICAO licence or medical privileges have expired.
How to apply for a third country verification
To request a verification of your third country ICAO licence, please complete and submit online form SRG2142.
What documents to submit
As part of the online application, you will be asked to upload the following:
- A certified copy of either your passport (preferred) or a Full UK Photographic Driving Licence
- A certified copy of your ICAO licence and medical certificate
- A certified copy of your ICAO certificate of revalidation pages, or logbook pages showing evidence of current rating(s) on your ICAO licence.

The process of getting your ICAO licence verified
The third country licence verification process is divided into three stages:
Stage 1
You submit your application and we will process your request within our current turnaround times which is usually 10 working days from the date of receipt of a complete application.
In this stage we contact the NAA that issued your ICAO licence to request the release of your licensing details.
Stage 2
The NAA must then contact the UK CAA directly by email to provide the verification of your ICAO licensing details. The NAA will confirm the licensing details are current and valid, and are not under any pending or current enforcement action.
The NAA should send this information to fclweb@caa.co.uk.
For security and to help prevent fraud, the CAA will only accept the verification of your licence details directly from the NAA that issued your third country ICAO licence.
Stage 3
Once we receive this verification it will be added to your records and it will remain valid for 6 months from the date of issue. You can then apply for the desired licensing service on the appropriate application form(s).
Converting your ICAO third country licence or rating

File size limit
Please note that there is currently a 50Mb size limit to files uploaded to this form.
If your attachments exceed 50Mb, you should send all supporting documentation to fclweb@caa.co.uk quoting your application number.
During the current Covid-19 pandemic, we ask that all paperwork is sent to us electronically.
Guidance on documentation
All documents should be uploaded with a different filename clearly stating the content of the file attachment (for example Passport, Licence copy etc.)
Submitting documents with the same filename may result in the loss of information in the system and added delays to the application assessment.
