Heathrow Airport is subject to economic regulation of the CAA.

Price controls

We conduct price controls once every few years to make sure that Heathrow Airport Limited (HAL) does not charge users more than necessary for providing airport operation services, while maintaining a required baseline level of customer service. Since the enactment of the Civil Aviation Act 2012, we have made decisions on these price controls:

Price control

Further information can be found at Heathrow Price Controls.

Ongoing monitoring

We issue an economic licence to HAL. The licence is a legally binding document that includes conditions relating to the maximum prices HAL can charge for its services, and obligations for HAL on the quality of service, financial and operational resilience, and consulting users before making certain decisions.

We also issue various other documents governing HAL’s operation.
