A Flight Information Service shall only be provided by the holder of a Flight Information Service Officer's (FISO) Licence that includes a current validity for the place at which the service is provided.
Requirements
In order to be granted a FISO Licence the applicant shall, unless holding an acceptable exempting qualification, provide evidence that they:
- Are 18 years or more of age.
- Have passed examinations in ‘Navigation and Meteorology’ and ‘Law and Procedures.
- Have passed the examination and assessment for the grant of a Radio Operator’s Certificate of Competence (ROCC).
- Have a thorough knowledge of the English language and are able to speak fluently without accent or impediment which would interfere with radio telephone conversation.
Exempting qualifications:
The holder of an Air Traffic Controller’s Licence issued or recognised by the UK Civil Aviation Authority (CAA) who has, within 3 years immediately preceding the date of application, held a Unit Endorsement in respect of the aerodrome control (visual) rating or of the aerodrome control (instrument) rating is exempt from all requirements for the issue of a FISO Licence.
The holder of an Air Traffic Controller’s Licence issued or recognised by the UK CAA who has, within 3 years immediately preceding the date of application, held a Unit Endorsement in respect of a rating other than aerodrome control, is to contact the CAA to determine what requirements need to be satisfied for the issuance of a Flight Information Service Officer (FISO) Licence.
The holder of an Royal Air Force (RAF) or Royal Naval Air Traffic Control (RN ATC) Certificate of Competence endorsed in aerodrome control during the 3 years immediately preceding the date of application is exempt from the examination in Navigation and Meteorology. A copy of the relevant military certificate of competence is to be submitted with the application for the issue of a FISO’s Licence.
The holder of a valid Flight Crew Licence issued or recognised by the UK CAA is exempt from the examination in Navigation and Meteorology. Additionally, details of the licence are to be submitted with the application for the issue of a FISO Licence.

To apply for a Flight Information Service Officer (FISO) licence, you will need to fill in a FISO licensing application form (SRG1414).
How much does it cost?
There are charges associated with Aerodrome Flight Information Service Officers (AFISO) Licence for each of the following:
- The grant of a Flight Information Service Officers (FISO) Licence.
- Theoretical knowledge examinations.
- The naming of the place or additional place in a FISO Licence.
- A FISO validation assessment carried out by the UK Civil Aviation Authority (CAA).

What do I need to send with my application?
You will need to send the following information along with your application form:
A Certified ID. Details of what constitutes a certified ID are shown in the guidance notes attached to the Flight Information Service Officer (FISO) licencing application form (SRG1414).
The holder of a Royal Air Force (RAF) or Royal Naval Air Traffic Control (RN ATC) Certificate of Competence must provide a copy of the relevant military certificate of competence.
The holder of a valid Flight Crew Licence must provide a certified copy of their Flight Crew licence.
What else do I need to know?
The Flight Information Service Officer licensing (SRG1414) form can be used for the following:
- To apply for a Aerodrome Flight Information Service Officers (AFISO) licence.
- To take written examinations.
- To apply for an initial validation.
- To apply for a renewal, revalidation, or new unit assessment.
- To notify the Civil Aviation Authority (CAA) the results of an assessment.
Individual forms are to be used for each application, for example, an application for written examinations and a Flight Information Service Officer (FISO) licence should be on separate forms.
Prior to exercising the privileges of a FISO licence, you need to obtain a FISO Medical Declaration Pack (SRG1419).
How long will it take for my application to be processed?
Applications for a Flight Information Service Officer (FISO) Licence will normally be processed within 10 working days, although for administrative reasons, it may not always possible to meet this target and the application will be processed as soon as possible.

What happens next?
The assessment of your application is completed by Civil Aviation Authority (CAA) Licensing Assessment.
Following a successful assessment, a Flight Information Service Officer (FISO) licence is produced, signed, and dispatched to the correspondence address.
