This page provides guidance on the requirements to apply for a change to an existing British Civil Airworthiness Requirements (BCAR), Section L, Aircraft Maintenance Engineer’s Licence (AMEL). 

A BCAR Section L AMEL is applicable to the certification of non-Part 21 aircraft operating on a UK national Certificate of Airworthiness.

For information, “Part 21 aircraft” are those aircraft that are included in the scope of UK Regulation (EU) 2018/1139. “Non-Part 21 aircraft” are aircraft that fall within the categories set out in Article 2, paragraph 3(a) and Annex I of UK Regulation (EU) 2018/1139.

Non-Part 21 aircraft are subject to regulation under the UK Air Navigation Order 2016.

Pre-Requisites

You are required to hold a valid BCAR Section L AMEL. When applying for type ratings you will be required to demonstrate appropriate experience on the non-Part 21 aircraft types and/or groups being applied for.  

The application will need to be completed by a ‘Referee’, who confirms the experience of the applicant. This person is expected to hold a managerial position, such as a Quality Manager or Chief Engineer within the organisation where the experience was gained.

How much does it cost?

The following information is guidance on the cost for a change to an existing BCAR Section L AMEL:

  • For the extension of a BCAR Section L Licence without type ratings, £165.00
  • For the extension of a BCAR Section L licence with type or group ratings, £165.00
  • For the extension of a BCAR Section L licence that includes a without type rating(s) and type rating(s), £330

An additional fee will be payable if you wish your documents to be returned by secure courier. Any licences sent to non-UK residents will automatically be sent by secure courier, and as a result, the additional fee will apply.

In the event of a discrepancy between the information here and the Official Record Series 5, Civil Aviation Authority (CAA) Scheme of Charges takes precedence.

What do I need to send with my application?

The following information needs to be sent with your application:

  • Application for the grant or extension to a BCAR Aircraft Maintenance Engineer Licence (Form SRG1005 or online application).
  • If applicable, the Type Rating Record of Experience (Form SRG1007)
  • The recommendation attachment (SRG1029), this attachment requires to be signed off by the appropriate person in an Authoritative position who can support the evidence completed licence application.
  • You are required to return your original BCAR Section L licence to the CAA before we can start the application assessment process. As soon as you have submitted this application, please post your original licence to:

How long will my application take to be processed?

The below information offers guidance for how long it will take for your application to be processed:

  • We endeavour to process applications in 30 working days from date of receipt of the application and original licence.
  • Incomplete applications are not subject to the 30-working day turnaround time until all application requirements are met.
  • Most BCAR Section L applications will require an oral examination (oral board). This will be arranged following assessment by an Airworthiness Surveyor. You will be contacted to arrange a time for this and this timescale will be outside the processing time above.

What happens next?

The below information explains what will happen to your application next:

  • The assessment of your application is completed by a Licensing Officer followed by an Airworthiness Surveyor.
  • Following an acceptable assessment and oral examination, the Licence is then processed, signed and dispatched to the individual.
  • We will contact you if we have any queries regarding your application and may keep your application pending for 30 working days awaiting any additional documentation to be submitted.
  • A refund fee may be charged if the assessment results in the rejection of your application. This will also be applied if you choose to cancel your application.

How long is it valid for?

The extended Licence will be issued with the expiry date that it previously had unless an additional fee is paid to extend the validity for a further 5 years. Licences are valid once signed by the holder.
