This page provides guidance on the requirements and application process for the issue of a British Civil Airworthiness Requirements (BCAR), Section L, Aircraft Maintenance Engineer’s Licence (AMEL).
A BCAR Section L AMEL is applicable to the certification of non-Part 21 aircraft operating on a UK national Certificate of Airworthiness.
For information, “Part 21 aircraft” are those aircraft that are included in the scope of UK Regulation (EU) 2018/1139. “Non-Part 21 aircraft” are aircraft that fall within the categories set out in Article 2, paragraph 3(a) and Annex I of UK Regulation (EU) 2018/1139.
Non-Part 21 aircraft are subject to regulation under the UK Air Navigation Order 2016
For the issue of a BCAR Section L licence, the applicant must hold a UK Part 66 licence in the B category relevant to the paragraphs or type ratings requested on the BCAR Section L licence. More information can be found in CAP468 which is soon to be updated. CAP 468: BCAR Section L
How do I apply?
Once all the requirements have been met, please complete:
- Aircraft Maintenance Engineers Licence Grant of Extension Application (SRG1005)
- Type Rating Record of Experience (SRG1007). To also be completed if the application includes aircraft type or group ratings.
The application, supporting documents and a copy of your UK Part 66 licence should be submitted using the Application Form Submission Service linked on the SRG1005 form.

How much does it cost?
The following information is guidance on the cost for the issue of a BCAR Section L AMEL:
- For the issue of a BCAR Section L Licence without type ratings, £348.00
- For the issue of a BCAR Section L licence with type or group ratings, £513.00
An additional fee will be payable if you wish your documents to be returned by secure courier
In the event of a discrepancy between the information here and the Official Record Series 5, Civil Aviation Authority (CAA) Scheme of Charges takes precedence.
What do I need to send with my application?
The following information needs to be sent with your application:
- Application for a BCAR Aircraft Maintenance Engineer Licence (Form SRG1005 or online application).
- If applicable, the Type Rating Record of Experience (Form SRG1007)
- The recommendation attachment (SRG1029), this attachment requires to be signed off by the appropriate person in an Authoritative position who can support the evidence completed licence application.
- The required fee.

It is the licence holder’s responsibility to ensure they are familiar with the regulatory requirements applicable to non-Part 21 aircraft. For example, the requirements for the issue of a Certificate of Release to Service under the Air Navigation Order.
How long will my application take to be processed?
The below information offers guidance for how long it will take for your application to be processed:
- We endeavour to process applications in 30 working days from date of receipt.
- Incomplete applications are not subject to the 30-working day turnaround time until all application requirements are met.
- Most BCAR Section L applications will require an oral examination (oral board). This will be arranged following assessment by an Airworthiness Surveyor. You will be contacted to arrange a time for this and this timescale will be outside the processing time above.
What happens next?
The below information explains what will happen to your application next:
- The assessment of your application is completed by a Licensing Officer followed by an Airworthiness Surveyor.
- Following an acceptable assessment and oral examination, the Licence is then processed, signed and dispatched to the individual.
- We will contact you if we have any queries regarding your application and may keep your application pending for 30 working days awaiting any additional documentation to be submitted.
- A refund fee may be charged if the assessment results in the rejection of your application. This will also be applied if you choose to cancel your application.
