This document follows on from our March 2019 Consultation on the regulatory framework for Heathrow Airport Limited (“HAL”) and sets out our evolving thinking on regulatory framework and financial issues for capacity expansion at Heathrow airport and in particular the next price control period, that is expected to run between 2022 and the opening of the new runway, expected to be in 2028 or 2029.
