In February 2017, the Government published a consultation on airspace policy, proposing a three-tier structure for categorising changes to the design of airspace or the way airspace is used. This includes a proposed category of Tier 2 airspace change where the CAA would have a new decision-making role. Tier 2 changes would be where a change to operational procedures may cause a permanent and planned distribution of air traffic without changing the airspace design.
