In 2021, the CAA established an internal working group to review the current cost sharing regulations to ensure they remain fit for the purpose of safeguarding consumers. We consulted the General Aviation community on our proposed changes to cost sharing regulation in November 2021. These proposals were aimed at reducing the opportunities for confusion and abuse of cost sharing privileges. As a result of responses to its first consultation the CAA has developed additional measures to regulate the advertising of cost sharing flights, to ensure the public is able to make an informed choice when making arrangements online.

This consultation document concentrates solely on the advertising element of the proposed changes to the cost sharing rules.
