We are reviewing surface access to UK airports to better understand how it is operating and serving the interests of consumers. This review is concentrated primarily on road-based access to airports - including transport-providers’ access to the airport forecourt.

The two main topics the review looks at are the market structure for surface access, in particular how competitive conditions for road and forecourt access affect outcomes to consumers; and whether transparent information is in place to ensure consumers are well informed about the options they have to access UK airports and the charges they face when using surface access services (including car parks).

This consultation presents our findings from our initial research into the sector and suggested next steps.
